Usually in video game terms, modding refers to physically placing a chip onto the mainboard of the game console, allowing to play homebrew games or copied games. video games can be changed, but that is usually called patching.

It is possible (although probably illegal) to install a custom firmware on the xbox 360 to trick it into thinking that normal dual-layer DVDs are Xbox 360 discs. You can then copy an xbox 360 on to a computer and, if you know how, edit the game files, save the new copy, burn it to DVD and run it in your modified Xbox 360. Google "Xbox 360 hack" or some such thing for more information. This link may help.
