I am planning on writing a novel, perhapse a series (lets get the first one done first Very Happy) but I want it to have some realism to it, I am not going to go into details as it may change a lot as it is only in the planning stages.

but one of the main parts of the story is the city the story is based in.
It is one of humanities last cities, with no outside contact. the technology is kinda steampunk (if your not familiar with it, its basicaly steam technology but with a modern twist to it) all that is left of humanity has fled to the city and it is emensly overcrowded.

would a single goverment be able to cope with such a huge population?

considering the people inside the city are relitively safe and have a reasonable amount of resourses, how long would it take for people to start fighting amongst themselves
